Ensure provision of age-appropriate comprehensive sexual education. In the integrated sex education curriculum, issues such as child marriage, sexual harassment and cervical cancer should be discussed separately with both girls and boys. Make arrangements for female teachers to teach sex education to girls and male teachers to boys. To ensure this, at least 4 selected teachers in each school should be trained on sex education, separate training should be arranged for male and female teachers and the issue should be discussed in teacher-parent meetings.

This reform proposal has been articulated in the Women Reform Commission Report but has yet to be officially initiated.

Observation

The government has announced that a new curriculum for primary and secondary education will be introduced in 2028, and on 1 July 2026 the Education Minister confirmed that a committee had been formed to prepare it. The proposed curriculum is expected to place greater emphasis on moral education, family education, social values and other contemporary learning areas, creating scope for age-appropriate education to be considered. As the government has stated its intention to improve educational standards and update the curriculum to meet present-day needs, the proposal’s recommendations may be reflected directly or at least partially in the new curriculum. However, this can only be confirmed once the draft or final curriculum is made publicly available.
