This pledge was articulated in the election manifesto of the Bangladesh Nationalist Party (BNP) for Bangladesh’s 13th national election. The manifesto states that " clean, pleasant environments will be ensured for everyone—teachers and students alike—along with hygienic toilets.

On 19 March 2026, the Prime Minister’s Office formally constituted a six-member inter-ministerial committee led by the State Minister for Local Government, Rural Development and Cooperatives to provide directions for keeping educational institutions clean across urban and rural areas. The committee was tasked with taking immediate measures to clean institutions before reopening after the Eid-ul-Fitr holiday and with providing year-round recommendations and directions on cleanliness, improvement of the natural environment and tree planting. Besides, on 26 July 2026, the State Minister for Primary and Mass Education reportedly said that cleaners and night guards would be appointed at all government primary schools by the following year.

On 24 March 2026, following the formation of the inter-ministerial committee, formal instructions were issued to educational institutions to maintain cleanliness throughout the year. The instructions required institutions to: (i) ensure cleanliness before reopening after this year’s Eid-ul-Fitr holiday; (ii) strengthen regular supervision so that campuses remain clean every day; (iii) conduct weekly cleanliness drives with the participation of teachers and students; (iv) undertake tree-planting programmes and maintain school gardens; and (v) carry out activities to motivate students on cleanliness and hygiene. The directive also stated that the matter was extremely urgent, underscoring the priority placed on immediate implementation.
Observation

The initiative is directed at both primary and secondary educational institutions. Reportedly, the State Minister has also advised relevant local government officials to emphasise cleanliness while inspecting primary schools. The recruitment of separate cleaners in government primary schools, planned by the government, will be a critical step in delivering this pledge.
