This pledge was included in the Bangladesh Nationalist Party (BNP)’s election manifesto for Bangladesh’s 13th national election. The pledge outlines that "Special educational incentives will be provided to the children of martyrs and injured people from anti-fascist movements in the recent years, to the children of families of those martyred in the July-August mass uprising, and to the July student fighters who suffered severe injuries, limb loss, or disability, as well as their student children.”

On 24 March 2026, the Education Minister instructed the relevant authorities to ensure that the children of July Uprising martyrs, as well as student fighters who were injured or permanently disabled during the uprising, receive free education up to the university level.

The specific educational incentive outlined in the election pledge is not separately established under the July Mass Uprising Martyrs’ Families and July Fighters Welfare and Rehabilitation Act, 2026. Although the Act includes education opportunities within the broader definition of rehabilitation, it does not set out a dedicated scholarship, tuition-waiver scheme, education grant or other education-specific support programme. The government has, however, introduced direct cash and welfare benefits for injured July fighters. Under the Act, Category-A covers critically injured persons, including those with limb loss, complete blindness, severe mental incapacity or injuries that permanently prevent them from earning a livelihood; Category-B covers seriously injured persons, including those with partial blindness, severe brain injury or comparable serious injuries; and Category-C covers injured persons with bullet wounds, hearing or vision impairment, or other injuries requiring hospital treatment who later resumed normal activities. By 18 June 2026, 13,344 of 14,369 gazetted July fighters were receiving monthly allowances, with Category-A, Category-B and Category-C beneficiaries receiving Tk 20,000, Tk 15,000 and Tk 10,000 per month respectively. These benefits may support affected families financially, including with education-related expenses, but they do not constitute implementation of the specific educational incentive pledged.
