At the initiative of the State, a National Anti-Corruption Strategy must be adopted, replacing the current National Integrity Strategy 2010, that shall specify the anti-corruption roles and responsibilities of various State and non-State institutions. And an Office of Ombudsman under Article 77 of the Constitution must be established through appropriate legislation, and empowered to ensure proper implementation of this strategy.

This reform proposal was included in the July Charter without any change. Thirty-one negotiating political parties and alliances agreed to the proposal, except the National Democratic Movement (NDM). On 21 May 2026, it was reported that the High Court had issued a rule asking why directions should not be given to establish the Office of Ombudsman, appoint an Ombudsman, and operationalise the office in accordance with Article 77 of the Constitution and the Ombudsman Act, 1980. The Court also sought an explanation as to why the continued failure to implement these constitutional and statutory provisions should not be declared unlawful and without legal authority.
Observation
    Although the July Charter referendum received majority votes in the 13th National Election, the implementation of this proposal will depend on the elected government’s approach to implementing the referendum-endorsed reform package, including the necessary constitutional amendments.
