Bangladesh Labour Amendment Ordinance, 2025, specifies setting minimum wages for workers in all industries every three (3) years. Previously, the period was five years for selected sectors. This provision was incorporated without any change in the Bangladesh Labour (Amendment) Act, 2026. Under the Bangladesh Labour (Amendment) Act, 2026, section 139(6) requires that wage rates fixed for workers in any industry be re-determined every three (3) years in accordance with government directives. On 1 June 2026, Labour Ministry officials reported that nominations of employer and worker representatives had been requested to establish wage boards for 15 newly identified sectors and determine their minimum monthly wages. Minimum wages had already been fixed in 44 of the 47 sectors covered by the existing framework, while negotiations were continuing for the ceramic, battery-manufacturing, and dyes and chemicals sectors. These developments indicate that the process of expanding sectoral minimum-wage coverage is progressing alongside the legal requirement for periodic wage revision.
Observation
The proposed reform has been implemented in the Bangladesh Labour (Amendment) Act, 2026; however, past experience suggests that legal provisions on wage revision have not been consistently followed across all sectors. Effective implementation would depend on regular enforcement and adherence by the relevant authorities. As provided in the following amendment Bangladesh Labour (Amendment) Act, 2026:According to the Bangladesh Labour (Amendment) Act, 2026, in the amended sub-section (6) of section 139 of Act No. 42 of 2006, the rate of minimum wages fixed for workers employed in any industry shall be re-determined every three (3) years in accordance with the direction of the Government.
