Observation
The Five Year Strategic Framework for Reform and Development (July 2026-June 2031) has identified the proposal to establish a unified statistical cadre service through the encadrement of non-cadre officers. However, no publicly available information confirms the initiation or approval of an encadrement process, amendment of the applicable recruitment rules, suspension of further non-cadre recruitment, or establishment of the proposed unified career structure.
It may be noted that the taskforce proposal specifies the following measures:
    • Creation of opportunities for the encadrement of non-cadre Statistical Officers, Deputy Directors, Joint Directors, and Directors, with pathways for their absorption into the BCS (Statistical) Cadre.
    • Determination of the seniority of encadred officers from their respective dates of joining, provided that the non-cadre officers previously absorbed into the revenue budget were regularised through the Bangladesh Public Service Commission under Rules 13 and 14 of the Bangladesh Civil Service Recruitment Rules, 1981, as amended from time to time.
    • Discontinuation of any further recruitment or recommendation of non-cadre officers for BBS by the Bangladesh Public Service Commission.
    • Prevention of any further entry of officers into BBS from development projects.
    • Establishment of a career path for officers of the BCS (Statistical) Cadre within StatBD, extending up to the position of Additional Chief Statistician.
