Observation
    No publicly verifiable development was identified regarding the establishment of the Trust and Transparency Commission of Statistics or the creation of a formal accountability mechanism between the National Statistical Organisation, through the office of the Chief Statistician, and the proposed Commission.
    It may be noted that the taskforce proposal specifies the following arrangements:
    Formation
    • The Trust and Transparency Commission of Statistics would be formed through a legally valid procedure.
    • It would be a nine-member body.
    • The Commission would be chaired by the Planning Adviser or Minister.
    • Its members would include:
    • the Finance Adviser or Minister;
    • the Chair of the Parliamentary Standing Committee on the Ministry of Planning;
    • four independent members with relevant expertise from relevant knowledge institutions, selected through a mandated process;
    • the Chief Statistician as Member-Secretary; and
    • the Secretary of the Statistics and Informatics Division as an ex officio member.
    Functions
    • The Commission would function as the selection committee for appointing the Chief Statistician and would determine the eligibility criteria for candidates.
    • It would review and approve the Annual Report and Annual Expenditure Practices Audit of StatBD.
    • It would approve the Annual Budget of the National Statistical Organisation.
    • It would review the existing Recruitment Rules applicable to the BCS (Statistical) Cadre, non-cadre officers, and other staff, and recommend necessary amendments.
    • Prior approval of the Commission would be mandatory for any change to the rules, regulations, or policy framework of StatBD.
    • It would undertake any other business considered necessary to ensure the smooth functioning of StatBD.
    Modality
    • The Chief Statistician would be accountable to the Commission for submitting the National Statistical Organisation’s Annual Report, Annual Expenditure Practices Audit, and Annual Budget.
    • The Commission would generally meet once a year, with additional meetings to be held where considered necessary.
