This pledge was articulated in the election manifesto of the Bangladesh Nationalist Party (BNP) for Bangladesh’s 13th national election. In its election manifesto for Bangladesh’s 13th National Election, the Bangladesh Nationalist Party (BNP) states that “Women’s safety will receive top priority. Strict and effective legal actions will be taken against female abuse, dowry, acid throwing, sexual harassment, rape, and trafficking of women and children, with swift.”

On 29 March 2026, the Ministry of Women and Children Affairs began preparing an action plan to implement the government’s manifesto commitments concerning violence against women. The ministry was instructed to prioritise strict legal action and nationwide awareness measures under the incumbent government’s 180-day action plan. On 3 June 2026, the government announced plans for a nationwide campaign against violence targeting women and children.

The Women and Children Repression Prevention amendment originated as an ordinance during the interim-government period. After taking office, the BNP government placed the inherited measure before Parliament. A parliamentary special committee was formed to review the 133 ordinances of the interim government. Later, the committee submitted its report on the ordinances on 2 April 2026. On April 10, the government introduced the Women and Children Repression Prevention (Amendment) Bill, 2026 in Parliament, and it was passed on 12 April. The amendment addressed investigation and trial timelines, survivor safety and privacy, digital evidence, technology-based investigation, and offender accountability.

Women and Children Repression Prevention (Amendment) Act, 2026 has been operational since 12 April 2026. The home minister reported on 30 June 2026 that police were making rapid arrests, submitting expedited charge sheets and providing prosecutorial assistance in rape and violence-against-women cases. These activities indicate that rape-reporting, investigation, charge-sheet and prosecution mechanisms are operating during the current government’s tenure. However, it does not establish that all these mechanisms are newly created under this pledge or implemented uniformly throughout the country.
Observation

The Women and Children Repression Prevention (Amendment) Act, 2026 represents concrete but partial progress towards the pledge. It preserved the government’s commitment towards rape and child rape by retaining stricter investigation and trial timelines, expanded evidentiary provisions, victim-protection measures, and arrangements for child-rape tribunals, while giving the interim government’s 2025 ordinance permanent parliamentary status. However, the BNP government did not substantially redesign the inherited framework and, in some cases, reduced the additional monetary fines attached to rape and grievous injury, weakening part of the “exemplary punishment” commitment. Dowry-related violence and acid attacks were addressed only through criminal penalties, without new prevention, monitoring, licensing, or survivor-support mechanisms. Sexual harassment received no comprehensive workplace or educational complaints framework under this Act, and trafficking of women and children was largely untouched. However, on 29 June 2026, the Minister of Women and Children Affairs informed Parliament that initiatives were underway to enact the Prevention of Sexual Harassment at the Workplace and Educational Institutions Act, 2026.
Overall, the Women and Children Repression Prevention (Amendment) Act, 2026 represents concrete but uneven progress, concentrated mainly on rape investigation and prosecution, while several other manifesto commitments remain minimally addressed or unaddressed.
