Establish an emergency and contingency fund to ensure the continued payment of wages and other entitlements, and to maintain production during domestic and international crises, natural disasters, pandemics, or sudden business downturns. In addition, the transparency and accountability of the Labour Welfare Foundation and the central fund will be ensured.

Observation
    There is currently no permanent emergency and contingency fund to ensure the continued payment of workers’ wages and other entitlements or maintain production during crises and sudden business downturns. Consequently, support measures have generally been introduced on an ad hoc or project-based basis. For example, the foreign-funded Unemployment Protection Programme for Workers is time-bound. More recently, the government introduced a Tk 20,000 crore revolving pre-finance scheme to support financially distressed enterprises, including the payment of workers’ wages and allowances and the maintenance or resumption of production. However, the scheme covers wage payments for only up to four months and therefore represents a temporary response rather than the permanent fund proposed.
