On 11 June 2026, the government announced the introduction of a dedicated Probashi Card to record migrant workers’ identity, skills and employment information and facilitate access to welfare services. On 18 July 2026, the government announced that the Probashi Card would be launched on a pilot basis in August 2026 through the state-owned Janata Bank.

The government plans to launch the Probashi Card pilot in August 2026 through Janata Bank, targeting 50,000 cards by December 2026 and 200,000 by June 2027. However, no publicly available project guideline or detailed implementation plan has been identified. This raises concerns about beneficiary selection, service delivery, institutional responsibilities, monitoring and whether the announced targets can be implemented effectively. No corresponding measure has been identified concerning migrant workers’ right to organise or formal representation.
