This reform proposal has been articulated in the Women’s Affairs Reform Commission Report. The Bangladesh Nationalist Party’s manifesto for the 13th National Parliamentary Election also included the following similar pledges: “Increasing women’s participation in policy making,” “Women’s social and economic empowerment,” “Increasing employment of women in formal economic Sectors,” and “Financial and skill support for women entrepreneurs.”
Observation

Achieving at least 40 percent women’s representation on the boards of private businesses, government agencies and semi-autonomous organisations will require strong political commitment, clear legal requirements and an effective monitoring mechanism. While the government may be able to introduce the requirement more directly in public and semi-autonomous bodies, its application to privately held companies may be more challenging because eligibility for directorship can be linked to company ownership and qualification-share requirements. The government may therefore need to revise company-registration and corporate-governance rules while ensuring that women are appointed on merit and are able to participate meaningfully in board decisions.
